The International Center for Journalists (ICFJ) enables a global network of journalists to provide the trustworthy news essential to free and strong societies. ICFJ is looking to contract a Consultant on monitoring, evaluation and learning (MEL) for U.S. government proposals to support our Development team as needed. The core responsibility will be to contribute sections related to MEL for ICFJ’s proposals for U.S. government funding.
Responsibilities include:
- Providing MEL support for proposal development
- Logic Models
- Monitoring & Evaluation Narrative
- Performance Indicator Tracking Table (PITTs)
- Performance Indicators
- Providing expertise in MEL planning and methodology
- Providing support to project design activities including development of theories of change and strategic frameworks (Results Frameworks, Log Frames)
- Developing MEL plans with performance and impact indicators and targets
Qualifications:
- Bachelor’s degree – project management certification (preferred)
- A minimum of 8-10 years in international development and MEL proposal experience
- Experience producing MEL plans, theories of change, logic models, surveys and other related documents as a funder may require
- Experience with USG-funded proposals and/or projects
- Strong technical skills and understanding of data analysis tools including Excel
- Expertise using quantitative, qualitative, mixed methods and analyzing data
- Strong organizational skills, effective attention to detail, ability to prioritize and meet deadlines
- Ability to work independently without direct supervision
- Proficiency in the management and timely delivery of complex and high-level tasks
